1) Yes there is grass on Route 115. You aren't looking hard enough.
2) Wild Lunatone hold them on very rare occasions.

there definitely is grass. i caught some jigglypuff there myself.
for the moon stones, there is a 5% chance that a wild lunatone will be holding one. (wild solrocks hold sun stones with the same liklihood.) but if you only have emerald then you are in trouble. solutions:
1) buy ruby and catch some wild lunatones.
2) buy fire red / leaf green. there are about 5 moon stones to find in those games.
3) use the emerald cloning trick to just clone your existing moon stone.
i think option 3 is the best if all you want is an extra moon stone. but option 2 could be good if you are interested in expanding your pokedex.

From Rustboro City, walk up and then use surf when you come across the water, and it should lead you towards the "secret island" thingy where you can catch Jigglypuff, battle a couple of trainers, and pick up a few berries.

Urm, you do realize that you can only catch Lunatone in Sapphire, right....? I know because I don't own Ruby, and yet, I have a Lunatone!
