Mewtwo will use Psychic to "grab" several of the boulders, and protect Groudon from Rayquaza with them.

Groudon will use Earthquake again, trying to take down the annoying Jolteon that seems to be helping Rayquaza, while his foe is unreachable in the air.

Yes. However, I think a balance between the two, IE choosing a move and stating what you're trying to do with that move, is fair. As StevensNightmare has said, this is not the games; you can do a lot more than just using an attack on the other pokemon. Whether what you're attempting succeeds or not is up to StevensNightmare, but it doesn't hurt to be creative.

Go, Flygon and Ho-oh!

Flygon, use that Magnet and draw the electricity to you! (part Ground, so hopefully little effect...) Now use Sand Tomb , aiming at Raichu, then try to dodge the Ice Beam! Heh, Flygon's on its own turf.

Ho-oh, use Sacred Fire to try to incinerate that Ice Beam, then redirect it to attack that Sneasel! BURN!

IE, how long does it take to, for instance, return a pokemon (Can he return a pokemon, send out a new one, and order the new one to attack all on the same turn, or does he have to wait?)? Also, what about 2-turn moves, such as Fly; do those also take two turns to complete?
((Because, if it's roughly following the turn-system, Rayquaza is still using Fly at this point, and you can't return Jolteon and then attack with Slaking at the same time.))

Thanks for asking that. The beam from the pokeball moves at the speed of light, which means a pokemon can be recalled instantly. Now sending a pokemon out, in normal arenas and battlefields that can be done within a few seconds. (However the opponent is still advancing in those seconds) So I'll follow that here - If you want to send out a pokemon, the pokeball is teleported to a specified location on the battlefield.

Two turn moves, it depends on how they're used. If the first turn involves purely non-attacking actions (Flying high into the air being the only move commanded, or charging energy and looking for weak spots, or gathering sunlight wo. Sunny Day) then yes. If it's part of the attack, and the pokemon can do so in that amount of time, then no. (Like flying in an arc but you're using that to attack)

A gust of wind about 70-80 MPH crashes onto the battlefield - Celebi is standing in front of Latios to protect her teammate. Jirachi, not being able to get to a tree in time, grounds himself and lays flat on the ground. Blissey is pressed against the tree. The Leaf Storm washes over Celebi and Latios, for the most part - The Leaf Storm has drained Celebi quite considerably, and so while still able to use it's power over the forest to stop most of the projectiles from impacting them, some reach through and both suffer a small amount of damage. (About 10 - 12%) Jirachi's small size is a mercy to him, combined with the last second instinct, Jirachi's back becomes quite badly grazed, but his front side, arms, and most of his head are mostly undamaged, though the wind almost pulled him off the ground and the storm got to his front too before he covered it back up. (Back damage - 40 - 45%, reduced physical mobility, front damage 15%, arms and head 5%) Blissey presses up against a tree, and most of the storm washes over, though some relash winds impact and hit Blissey from the side. (About 12%)

Mewtwo's paws glow a shadowy violet, the same color appearing on the boulders as they move into a protective position around Groudon. As Jolteon is recalled, Groudon jumps into the air. As Slaking comes out, Groudon leaps down to create a huge earthquake. Slaking, despite his reputation as the laziest pokemon next to Snorlax, completely forgets about that in the face of the upcoming threat and uses his own earthquake with a surprisingly vigorous and slightly desperate expression.

The fissure opening sends out powerful tremors throughout the entire field, aggravating the mountains further and causing more rock slides and avalanches to fall, in addition to the shockwaves sent out from both sides.

As Mewtwo senses the Hyper Beam, he diverts the boulders to himself and raises more as quickly as he can. Rayquaza strikes the boulders head on, vaporizing the boulder barrier, while Mewtwo forms a last-second concussion barrier with his mind. The beam strikes the barrier, and even though it seems to hold, Mewtwo starts to show visable signs of fatique - He never faced an attack that powerful before. The Hyper Beam stops. Rayquaza is panting to recover essential gases and moisture, Mewtwo is showing rings around his eyes and a somewhat drooped tail. (Minimal external damage, 40 - 50% internal)

Raichu's cheeks glow white, and as the electrical charge in him surges Sneasel's lungs reconfigure for his next attack. Flygon flies in front of Ho-Oh in a protective stance, while Ho-Oh flies above Flygon and glows with all the colors of the rainbow. Raichu releases the stored electrical charge at the airborne Ho-Oh with a savage look in his eye - He refused to be bested by a legendary. Sneasel saw the Flygon's magnet, and fired his strongest Ice Beam out of respect for his ally.

Meanwhile, Flygon planted his tail into the ground to take maximum advantage of his ground typing and terrain, while extending his arms outwards with the magnet and leaning forward to absorb the attack. Ho-Oh was then enveloped in a vortex of sparkling fire, which then flew out of Ho-Oh and landed about 20 feet from Flygon. Shielding Flygon, most of the Ice Beam is melted, but from Sneasel's superior speed, the front part of the attack does graze Flygon (It was able to tilt, but could not dodge while diverting the electricity coming) and his left side is starting to show symthoms of frostbite. (About 20% damage, moderate freezing on the end of the left side, under the wing)

Flygon, despite his injury, successfully absorbs the electricity into the ground and diverts it into the sand. He used the right arm for the magnet so the frostbitten part is not exposed. The Sacred Fire heads towards Sneasel, glassing the sand it contacts along the way. Flygon then closes his eyes - And almost immediately, a vortex of dust-devil like sand rises around Raichu, attempting to trap him while the grains slam into his body. (6-8% initial damage)

Mewtwo will use Recover, while levitating itself off the ground to protect itself from all the destruction being cause by the Earthquakes.

Groudon will use Eruption, specifically targeting both Rayquaza and Slaking, and adding to the general chaos.
