1. What's better ? Lapras and Jolteon or Vaporeon and Pikachu ?
2. Is the Hidden Power always the same type ?

You ask a lot of questions anyways:
1:Lapras and Jolteon. Much stronger.
2:What do you mean when you teach a Pokemon it and Delete the Hidden Power and then teach it again?

Ok first of all jolteon has more Stats in pikachu than anything.And lapras is ice and water while vaperoen is only water so lapras and jolteon itis.
And then Hidden power turns the type to the first time you attack it in.So if you att it in grass it's a grass hidden power hope I helped!

NOT SO FAST!!!!!
Vaporeon passes 110 HP Substitutes, and 220 HP wishes. Thats something lapras nor jolteon do (Lapras doesn't learn it, and jolteon has no hp)
Pikachu @Lightball has the highest, unboosted, non-uber, non-deepseatooth clampearl special attack. It also gets Surf (pokemon box), and brick break.
Now, about hidden power type: It can be any type aside from normal and unknown (??? - its the type that Curse is). http://psypokes.com/dex/hp.php is a good help, but so is http://www.psypokes.com/lab/dvguide.php

It would help if you go into the main site and look up "FRLG Items" instead of posting it here.
Anyways, the light ball is an item that pikachu can hold; boosting it's sp. atk, therefore making pikachu slightly better than Raichu.

It doubles it.
As I said, It gives it the 2nd highest, non-uber, unboosted special attack.
Only behind clamperl.

Really is THAT how hidden power works? I thought there was some sort of hexadecimal code for it (like Wurmple evolving).
And Lapras and Jolteon is much better than Vaporeon and Pikachu. Even though Vaporeon has high HP and Pikachu learns most Elec type moves, Lapras is the best of the best of his type and Jolteon is pretty dang fast.

Er, that is incorrect. The type of a Hidden Power is decided by the DVs of a Pokemon. For more information, refer to the site's DV Guide here: http://psypokes.com/lab/dvguide.php
