I am SO confused.
I'm pretty far on the game-I was already at the Lake of Rage when I realized this (now I am finished battling the last gym in Johto). Then I realized that I needed to get Eevee (this was when I was at the lake of rage). I looked in the guidebook I have (since I'm stupid to figure it all out on my own) and it said that you had to talk to Bill in Ecruteak city's pokemon center, then go back to Goldenrod and talk to his family there (it's the house right below the place where you get the squirtbottle). But no matter WHAT i do-I can't get Bill to appear to give me the Eevee!

Could it be that I haven't completeled something necessary? I've captured Lugia, the only thing I can THINK of is that I haven't set the 3 legendary dogs free at the Tin Tower. Or could it be that I've gone too far and lost my chance?
Thing is, my friend tried the same thing and didn't get the Eevee either. But I can't find anything on how to get it-every site I look at just says "Get it from Bill" *sighs*

Any help?

Bill's House isn't near where you got the Squirtbottle, I think he house is in the bottom-left of the city.

And I think Bill will always be there after you met him in Ecruteak's Pokemon Center.

As soon as you told me that's where it was I got my Eevee-I'm just in the midst of duplicating it so I can get all of its forms

Well, it doesn't matter if you get a Male Eevee. Just breed with Ditto.
