You don't actually need to. You get one for free in Silph Co.

1% is a tiny chance. I wouldn't bother if I were you.

Try having Pokemon with illuminate etc. in the lead and try then. :D

I think that only works in emerald.

Yes, but only in emerald will PkMn powers work outside of battle; Illuminate does nothing out of battle in ruby or sapphire.

I just checked the Psydex, Illuminate does increase the wild Pokemon encounter rate. Otherwise, what other purpose does it serve?

Other powers work outside of battle too, like Stench. (I have an awful feeling that i just made that up...oh well...)

Least your not trying to find a febass (excuse the spelling if it is incorrect), I traded my lv91 mewtwo for a level 41 febass (again, excuse the spelling). If you get another lapras, breed it. You also said you wanted a strong ice/water. Dewgong might be a good replacement? Just a suggestion. Walrien (excuse the spelling)? It has a good effect, combined with its types makes ice type attacks only do 12.5% damage (most people would know this already).

Well that is a good idea about the Dewgong, and about the *feebas*,actually i know how it feels because the other night i was somad at Lapras that i went feebas hunting and guess what,i found 4 of my 6 spots,i woulda found more, but i only looked threw the river not the pondish thing at the bottom near the guy with the feebas,so now i got 3 milotics all level 34...how i leveled them up is i said "chalenge contest" or whatever to berry master wife and used the glitch to copy my feebas's that were holding pamtre berries so now i got like 40 pamtre berries and like 2 box's full of feebas(just in case i forget where my feebas holes are after PD are out and i get hooked on those And * * means thats the correct spelling(correcting Riifuia)
