In my Pokemon Gold Ho-oh isn't holding Sacred Ash. What's the problem and what is Sacred Ash for?

Sacred Ash is like a portable Pokemon Centre. Once you use it, your Pokemon will be fully healed, PP replenished, in other words, if you had just been to a Pokemon Centre. Great to use just as you are about to face Lance.

Not sure why it isn't holding it though...

In Gold/Silver/Crystal, Ho-oh only has a 33% chance of holding the sacred ash. So if you really want it, go into the battle with a pokemon with Thief, and try stealing it from Ho-oh, then catching it.
