I wasnt to know if you can try with R/S/E before you get the National Dex???

Wait, that depends on which versions you are trading between. Is it from FRLG to RS, FRLG to Emerald, or between RSE? If I'm not wrong you can't trade from FRLG to RS until you beat the Elite Four and get the Ruby & Sapphire and give 'em to Celio in the Pokemon Center on One Island.

However, if you've done that already, plus you have defeated your rival on Route 103 in RS and obtained the Pokedex, you can trade any Pokemon between RS and FRLG. Trading a Pokemon such as Larvitar will automatically unlock the National Dex in RS.

It's more troublesome in Emerald, where you have to beat the Elite Four in Emerald and get the National Dex. Before you do that, you can only trade Pokemon specific to the Hoenn Dex.
