I was surfing to cinnabar island, when I get attacked by a level 21 ratata (in the water). Amazed, I try to look for other strange things. A Pidgey attacks! lvl 23. Anyone know why these pokemon decided to become water types?

Most likely you ran into a glitch or some sort. You know that this is an old game and its not really programmed good in my opinion. Like Missingno.

Cinnabar has a dodgy, glitchy like aura, so be careful.
I've heard of this on many websites, it's just basically a glitch in which non-tentacools appear.
I'll edit/post if more is found out.

When you enter a route or something, there is wild pokemon data saved in the memory. When you enter another route that data is overwritten by new data of new wild pokemon. I'm guessing what you did was, you started at Palete Town and entered the grass where Tangela appears and surfed to Cinnabar, then surfed on the right side of the island. There is no data for wild pokemon on the right side, so the game pulls up whatever data you have in memory. If you go to the Safari Zone then leave and fly to Cinnabar, you'll find Safari Zone pokemon on the right side.

was u surfin on the shore?
alot of pkmn attk on the shore, ecspecially those ones,
if not then you game is just stoopid and glitchy
