Their locations are random, and about the easiest way of doing it is using Mean Look/Master Ball.

I mean the location where it appears lots of times. And I don't say how to catch it easily just meet it easily.

It depends on your game.Nobody will know of where it will appear lots of times in your GBA.Even if they knew,the location may not be the same (if there is a location).If you really want them to be met easily,cheat.
