 Are the Max Stats the same in GSC and RSE?

Post Are the Max Stats the same in GSC and RSE?
I sharked a pokemon in my Silver, with Max DVs and Max Stat Exp, and it 's stats are 20-30 points lower than listed in the Psydex, though my Ampharos (That I caught Legally and didn't shark any DVs or Stat Exp.) Has 383 HP, which is 1 off the max.

So my question is,

Are some stats higher in RSE, since there are higher DV Numbers than in GSC?

It would make sense. EVs and Natures would affect it, also.

Actually the one I sharked wasn't Ampharos, it was a Skarmory (I sharked it for the tester, one in GSC rating Center).
I guess i'll try the box cheat to duplicate it and trade it over to Silver and shark up the stat exp, since I don't want to lose the original if something goes wrong.
