<s>not to be rude but...read the frickin manual or any of the guides before posting.</s> and yes there is a way to reorder moves.
start menu/pokemon/moves in the game.

Thanks for telling me how to change the order of moves.

Like what Chimaerax said but I put it into more detail.
- Press START
- Scroll to POKEMON Choose the Pokemon you want to alter
- Scroll down to MOVE
- Select the move you want to move and you scroll to the slot you want the move moved to
- Repeat Step 4 until you are happy with it.
I think this question has been answered to the fullest conclusion, so there is no more need to continue this any further.
