You will have to store 999 pokemon of your own in the Pokemon Ranch. Afterwards, Hayley will trade you a Mew in exchange for an egg. The Mew is at level 50 with the moves Synthesis, Hypnosis, Teleport and Return.

Of course you can, that's the whole point of putting 999 pokemon in the ranch. I got a Hasty natured Mew, lol.

Let me think... there's a level 50 Phione, a level 50 Aerodactyl, a level 48 Miltank, and there are more than than that, but the others are mainly crap (lv 20 and lower, some are... level 1).

So yeah, the Mew is mainly the only thing to look forward to in there, other than catching random crap everywhere to get 999 (Trust me; it's hard...), there's not much fun about it. (catching random crap isn't really that fun :( )

Yes.

But, it is also for storing pokemon if you don't have enough room in your boxes.

Well you can also take photos of your Pokemon and stuff, if that interests you.
