Apparently you can, BUT you can only recruit the bosses of the team mazes. So far the only Pokemon people have recruited seems to be Blastoise of Team Hydro fame.

Um Snowball, I Play Mystery DUngeon Red and I mean by Recruitment at the Dojo Like for Example, Water Maze----Poliwag. Could I Recruit Poliwags in the Water Maze or Aron in the Steel Maze or Nidoran o-> (Male) in the Poison Maze.....

Nope, you can't do so in the type-based mazes.
