The question that remains unanswered is was Greevil the real boss of cipher or did he take over after Evice lost. |

I believe this question is one of those "mysteries we'll never know" things. Both ways do seem to make sence to the fact of the 5 year difference in the two games. If Greevil really was the boss then they spent 5 years to create Shadow Lugia, or the 5 years was a power struggle to see who the new leader would be. If anything I would say that Greevil took over when Evice was sent to jail. |

I'd say Greevil because he sais smack in the middle of XD that everybody thought Evice was boss but Evice was just a cover-up |

I'd say greevil because although evice is tougher, Greevil MUST'VE been making shadow lugia. He was probobly spending the time develloping a way to PERMANITLY keep pokemon shadow, therefor he left evice to do his dirty work. |
