There are no best, it all depends on what you have and what purpose the items are for.
Since you have very limited items before battling the Elite Four, it would be good to make daily trips down to the Shoal Cave to get Shell Bells for your sweepers.
For non-sweeping Pokemon, make do with utility Berries like the Lum, Sitrus, or any other that suits you. You can also temporarily make use of items like Mystic Water, Sea Incense, etc. Since they are hardly helpful, change them once you get better items after completing the Elite Four.

These are items i hv used to beat E4 (Ruby, Emerald, FR)
1. Types Power-up items
I dun agree that this barely helps. instead, i found it quite useful, 10% is not a small number. u can imagine, a modest pokemon holding a mystic water will hv a 121% SA of the normal one.
2. quick claw
good for slow pokemon
3. lax incense
i dunno how much it lowers opponent's accuracy. i guess it lowers 5-10 %. does psypokes know this value?
4. Leftovers (in FR, not in RSE)
P.S. the above items help me to beat the "2nd E4" in FR using 6 Pokemon only of lv 56

That's provided you're going to use Surf every turn, since Mystic Water will only affect Water type attacks. I'm not saying that these items are bad on their own, just that they pale in comparison with items like Leftovers.

I agree with sN0wBaLL, at this point of the game, you're gonna need a lot of shell bells and even berries like perrism(don't know if i spelt this right), & sitrus are okay.

First... you do TV reporter runs with a pkmn with an amulet coin until all your pkmn are about lv 50... then you should have LOTS of money... about 8000 per battle but they add up really fast... then you should be able to buy 99 revives and full restores... the items add up to a little more than 450,000... seems like a lot but i did it in like half a day and at least my pkmn leveled up for it... ALSO you get the amulet coin from your mom after you beat the 5th gym leader norman As for held items... im not as sure but i do know that the full restores and revives and right pkmn should do the trick w/o any held items

Er, the topic is referring to Pokemon Hold Items, pkmn_pwn. Not items to be used, like Full Restores.

I always use held items that fall into these three categories:
1. Power up attacks (Magnet, mystic water, charcoal, etc.)
2. Berries (Sitrus or ones that cure status ailments)
3. Battle Tower prizes (Leftovers, scope lens, bright power, etc.)
