OK, this might be a noobish question, but what exactly is a "Bulky Water"? I've heard of them on other forums, but I have no idea what they really are... could someone help me out?

Having been out of touch with the metagame for some time now, I don't have much knowledge about this term.
The term seems to be used for Water Pokemon that are Physical Walls. Typically, these Pokemon have good Defense and/or HP, as well as reasonable Special Defense. EVs are placed in Defense and HP.
Here are two movesets that can be counted as Bulky Water sets, if I'm not wrong:
Milotic @ Leftovers | Marvel Scale | Bold Nature (+Def, -Atk)
EVs: 212 HP 216 Def 40 Sp Atk 40 Sp. Def
~Hypnosis
~Ice Beam
~Recover
~Surf
Vaporeon @ Leftovers | Water Absorb | Bold Nature (+Def, -Atk)
EVs: 220 HP 118 Def 76 Sp. Atk 96 Sp. Def
~Ice Beam
~Surf
~Acid Armor
~Wish
