Me and my friend have both heard that in pokemon r/s/e if you bring a level 47 lati os/as to the space center the guy lets you ride rocket #47 to the moon where you can fight deoxys; is this true?

Sorry friend, but no. The only way to get Deoxys is to go to a Nintendo Event and get an item to go to a island to fight it. But there are no more Nintendo Events for Emerald Version (as far as I know) so your out of luck. Really sorry friend.
