okie i read this thing saying if u got {latias} to lvl 67 and went to the space center and it said 67th launch you could go to the moon and {deoxys} would be there but when i went on and try i got my latias to 67 but i have 217 launches ...will it ever go back down to 0 and restart if not is there any other way to get deoxys without cheating cuz i hate cheating

Cheat, trade from someone who has it, or get it from a Nintendo Event, basically. Which means that the average person can't get Deoxys.
