If you want the best moveset for a Pokemon, this site has a wonderful resource called the Psydex... (rolls eyes)
But seriously, it's up to you to decide. And I'll even link Ludicolo's moveset page for you, so you can reference that.
Best to each person is different, because it's all about personal preference.
Here's the link: Movesets for Ludicolo Obviously, it doesn't encompass all of the moves that Ludicolo learns, but you can also base a moveset on your own knowledge...
Hope this helps!
AEPMT
Edit: For the moveset you suggested of your own design, Rain Dance would fit better. Raising the power of Surf would be good. Sunny Day would be great for Solarbeam, if you want to replace Razor Leaf with that. (If it learns it, I'm not sure...)

Both of Ludicolo's abilities are good. If you have one with Swift Swim, make sure it has high Sp. Atk.
If you have one with Rain Dance, work on its Sp. Def or Def.
Grass is only effective against Rock, Ground, and Water.
Try:
Surf
Ice Beam
Rain Dance
-any move works here (preferrably Absorb, Mega Drain, Leech Seed, etc.)

Honestly there are better SunnyBeamers (such as Chlorophyll pokemon), judging by Ludicolo's abilities it's clearly meant to work under the rain. Sunny Day would also reduce Surf's damage, which is often a nice STAB move for Ludicolo.

@Mystic Water
6 HP / 252 Special Attack / 252 Speed
[*]Ice Beam: Use it to destroy any bug and grass types in your way, and if you have it out against one, dragons
[*]Surf: STAB + Special Attack = Good move
[*]Leech: Recover from any damage made, each turn
[*]Rain Dance: Rain dish restores your health, and ups attack of surf

Hydro Pump and Surf are both water moves, and only a n00b uses multiple attacking moves of the same type in their moveset. And Giga Drain has 5 more base power than Razor leaf, in addition to draining, not just doing damage. Both are good moves, there's no reason to be an ass and insult someone over a move that is at least as good (and probably better) than the one you're suggesting.

Hey dude look!
Hydro Pump and giga drain both have 5pp
Hydro pump takes out 120 hp while giga drain takes out like 50
Surf not only is powerful but it also helps you get around.
And like I said if you don't like razor leaf you can go to ice beam or if you don't agree with razor leaf or ice beam go to giga drain. that's just not what i would do. kay
And if your thinking that i'm insulting someone calling me an @$$ ain't gonna help.
at least be mature about it. i mean n00b (come on)

Your comparison between Hydro Pump and Giga Drain is irrelevant, I was comparing Hydro Pump and Surf, both of which are Water moves. And feel free to ask any experienced player on this site, the first rule of movesets is to never put two offensive moves of the same type on the same pokemon.
And if you don't want to be called an ass, then don't act like one.

I think that one's good:
Blizzard
Hydro Pump
Synthesis
Giga Drain
There's a lot of restoring HP, and the moves are very powerful.

I'm going to have to side with JsXtm for this, he's 100% right.
Marvel's set is also very good, but why a Mystic water over a leftovers or something else? The damage boost it provides is for surf alone and is negligible. If it turns a 90% hit into a OHKO on some standard OU pokemon with surf, (such as how it works with 1 SD quick attack zangoose VS Alakazam when given a silk scarf) then and only then would I support the use of it.

@ Leftovers
Bold Nature: 252 HP 129 SD 129 DEF
Leech Seed
Toxic
Protect
Surf
I use this set, it is fairly original but works pretty good as an annoyer.
