how come it doesnt show the emerald stats for pokemon in th psydex or in all previous game versions

Toggle between generations on the right corner (of locations, breeding moves, level up moves, stats etc) depending on what you are looking. |

It does; you're probably not using it properly =p If you are having trouble finding the information you need, why not just click on "Show All" to get all the information. For instance, here is Chansey's page. Scroll to the bottom to find its stats: http://www.psypokes.com/dex/psydex/113/all |

ive tried clicking show all and it doeasnt show the hoen konto and johto states? |

It does. You can toggle between showing all stats, RSE/FRLG/DPP stats, GSC stats, and RBY stats. The toggles are to the right of the stats column. |
