i took on contest recently...with my lovly dustox...now now:what does moonlight do?i know that thre is a combo with moonlight and sunny day, but what else?it says on the description that says :"the appeal's quality varies depending on its timing".so what does this exactly mean???

I most likely means that if you preform it when your game is in the PM hours of the day, you'll get whatever effects it does.

So if it was 11:49 PM it would do better then 11:49 AM.

At least I think that's it.

^No not even close. The "timing" means what position you are in when using Moonlight. On the right hand side of the screen there is the place your Pokemon is in. Depending on what spot you are in depends on what score you'll get from using the move.
