I don't know if there was another thread like this or not, and I'm sorry for starting this one if it is, but I was wondering, when my Sapphire says "The internal battery is dead, clock based events won't occur," does that mean the Lilycove Store won't have the Clear-Out sales? Another thing, what will I need to fix it?

This Topic has quite a bit of information about dry internal batteries. You can't fix it, short of opening up your cartridge and replacing the battery, which is a delicate operation that I'm not even sure how exactly to do.
