contest pass in emerald

wer i can get the contest pass?in psypoke guides they say that i can get this in verdanturf contest hall..but there is NO contest hall in verdanturf!!!!!!!!!

It's in Lilycove city, as the ONLY contest hall is there in Emerald, as opposed to in RS, where there are 4 contest halls. _________________  |

If I remember correctly, talk to the lady at the desk of the contest hall, and she'll say something about it being your first time here and give you a contest pass.
