ive gt a {raichu} and i want the tutor guy to teach it counter. bt wen igo to him it isnt there. wat do i do to get it? n im on emerald.

The Counter Tutor in Emerald is one of the two tutors in the Battle Frontier. You need 48 BP to learn that move.
