He has such an "uber" team it's not funny. Really, any good Standard set would do. Annoy him, always, get a good Tank/Staller too. If he's all offensive then his tolerance must be low. (Just one of those things) Just get him ticked, eventually, because he has no stratedgy, you can back him in a corner, and finish him off. If I come up with a good team I'll Edit it in here, but for now, try the team above and take my tips.

The Trainer's Guide may help you: http://dynamic3.gamespy.com/~psypoke/fo ... 17&start=0
Don't depend on others to spoon-feed you with teams. Come out with ones on your own, then we can help you make improvements with the team.
A general guideline is to create a varied team with tanks, sweepers, healers and other battling types to create some trouble for the foe. Most importantly, learn to use your Pokemon effectively to counter the foe.
And since you mentioned that your friend doesn't care about EVs and stat-raising moves, you should care about them. Show him that EVs and stat-raising moves really matter by beating him with them.
Good luck.

Speaking of using Houndoom to counter the Psychics, a Sharpedo would be able to take out the Psychics plus Ho-oh, if it can last long enough. Maybe by baton-passing defenses plus some evasion to it? Just some ideas for you to explore.

Take what sNOwBall said to heart. EV's and Stat raising are the two things that could really make a difference in your victory. I am finding things much easier now that I know how to properly raise my Pokemon. I'm 100% sure it will help you too.

Here's a STAT calculator that may help:
The move type is the same type as the user: 1.5x
Move is Super Effective against opponent: 3x (Estimate)
Move is Not Very Effective against opponent: 0.5x
Move scores a Critical Hit: 2x
Pok

Legendaries are easy to take out, especially if they have all attacking moves. And since he doesn't care about EVs, it'll be even simpler.
Blissey at lv100 with max HP and max Special Defense, along with Seismic Toss, Softboiled and Heal Bell can take out Jirachi and Mewtwo, providing Mewtwo doesn't have a strong Physical move as its last attack.
A steel type is resistant to the three attacks that you have listed for Deoxys. Try using someone like Steelix or Skarmory against it.
If you choose Skarmory, give Toxic, Drill Peck, Roar and Spikes. This way, if it comes up against Deoxys, you can use Toxic to poison it, which will draw out Celebi. When Celebi uses Heal Bell, strike with Drill Peck for some nice damage. With Celebi out of the way, you can use Toxic to sweep.
Another favourite of mine for this job would be Starmie. Use Cosmic Power to build defenses, then Recover when necessary. Judging by his Pokemon, Surf and Ice Beam should be the final two attacks.
A nice cheap tactic if you want to use it would be to start off with Slaking, which has these moves Hyper Beam, Shadow Ball, Earthquake, Rest. Give it a Choice Band. On the first move, use Shadow Ball. This is because 4 out of 6 of his Pokemon are weak to it. You can use Hyper Beam I guess, but Jirachi is part Steel, which resists Normal attacks.
Another good suggestion is Umbreon, which has high Special Defense and Defense. This will help you take out Deoxys. If you give it Protect, it can prevent the damage from Solarbeam and Hyper Beam if you time it right. Other good moves would be Mean Look, Double Team and Toxic.
And if you're brave enough, you can use a Shedinja to take out Deoxys, providing that final move isn't super effective. Shedinja also works for taking out Celebi, as Silver Wind is 4x Super Effective.
Basically the way to beating your friend is to use defensive moves. The best, in my opinion, would be the ones that help reduce damage - Light Screen, Reflect, Cosmic Power, Amnesia, Iron Defense. Status effects are also good if you get Celebi out of the way.
Best of luck

does this guy just not give a crap about raising real pokemon, not just ubers? i usually can be happy with 1 uber, but 6 is just out of the question. personally, i think this guy can't beat you unless he uses ubers all the time. a very petty strategy. but anyways, i agree with all of the past posts on what pokemon to use. remember: just because a pokemon is legendary in history, it dosn't make it legendary in battle automatically.

this guys team is really lame
Ubers are good in battle, but almost every one can get them, so the only skill involved is catching pokemon
i agree with all of the other osts on parties

Tyranitar will be very good at taking out Ho-oh. With the right stats, you could probably one-shot it with Rock Slide.
Or, you could probably use Metagross, and give it Earthquake (takes out Jirachi) Rock Slide (from FR/LG tutor, would likely oneshot Ho-oh) Shadow Ball (Super Effective against all the psychics, save for Jirachi, which is Neutral) and Meteor Mash (Hits like a truck) Plus, as a steel type, he has a lot of resistances, and few weaknesses (Ho-oh is the only pokemon there that's super effective, and if you know it's coming, you can have Rock Slide ready. Ho-oh has low defense anyway)
Lugia has one glaring weakness: Low PP. Assuming it has no PP Ups (judging from your description, your friend doesn't sound like he'd use them) so if you can get a nice resistant pokemon (Blissey comes to mind) you could stall him out. Alternatively, you could send in Shedinja, provided Aeroblast is out of PP. Spite might help take out PP, but I wouldn't use it.
Another key method here is going to be anticipation. You have to expect when he's gonna switch to a more dominant pokemon, or Celebi for Heal Bell. Celebi is a weak link here, easily taken out by super effective moves. As TK said, you could use Skarmory to lure Celebi out.
Also, my final note: Regice would likely help a lot. with
@ Leftovers
Ice Beam
Thunderbolt
Rest
Amnesia
you can do Supereffective damage to 3 pokemon, plus with only one use of Amnesia, you can recover from a special attack with Leftovers, and it'd be as if the attack never happened.

With the three banned PKMN out of the way, you beat them by using since they must use a damaging attack which you can Counter or Mirror Coat. Put Focus Band in case faints.

But you can only get 3 legendaries. And they are banned, as said by 371T3, with the exception of Lati@s. But what you use depends. Presuming it's a 1v1, will be good. Maybe 2 or 3 and add a parattractafusioner (try Misdreavus if you can get your hands on one) and a toxi-tank (skarmory or otherwise) and you will have a good team.

if you have your hands on an articuno try raising it so that it learns sheer cold and mind reader, this is a deadly combo and can ko any pokemon in two turns, but he will eventually latch on to your strategy, so maybe sleeping him first would work better
