can pikachu, raichu or pichu learn volt tackle in Emerald?

I am mostly sure that Pichu can learn Volt Tackle in Emerald, as it was released after Fire Red and Leaf Green and should, therefore, have the breeding updates.

You can catch a {pikachu} in the Safari Zone in Emerald. If you're lucky it will be holding a Light Ball (I had to catch about 20 of the buggers to get one). Attach the Light Ball to a {pikachu} and breed it with another one or a {ditto} and the hatched {pichu} will have the Volt Tackle move.
