 CB + Torment = DOOM???

Location: Beating gold version 7 times in a row effortlessly.
Post CB + Torment = DOOM???
So, let's say someone OHKOs your pokemon with their last pokemon, a CB Aerodactyl(for example). You decide to counter him with torment. If you strike first with torment, will he ever be able to attack, or will torment fail?
