Is there any set thing that determines the space shuttle launch # ? because my friends is at like 200 hours and space shuttle launch 852, and I'm at 30 hours and launch number 4.

I'm not positive, but I believe it has to do with how many times you ask. IE, your friend has asked 852 times, and you've asked 4 times, I think.

I tested a "theory" a while back, and my results were pretty...weird...
Someone made up the theory that the launch count was determined by how many weeks you played your game. So, I needed a test dummy. I couldn't use Sapphire because I had no idea when I started that file. I couldn't use Ruby, because the launch number was 9999 (don't ask why...). So, I decided to use Emerald, since I started my file September 13th 2005, my birthday.
I don't remember the date I tested this, and I'm too lazy to find my analysis. I'll just say that when I counted the days from when I made my file to the date I tested it, divided by 7, I got the exact launch number in my Emerald version at the time.
So, I'm convinced it's determined by how many weeks you've played your game. This is a logical explaination as to why my Ruby version's launch number is 9999; the game is confused because the clock is not working properly.
I guess I haven't really proved this as true yet, and I tried searching on google and found a bunch of far-fetched stuff.

In the japanese version of Emerald you can fly in that rocket to the moon to catch Jirachi

Catch Jirachi... On the moon? That's pretty cool, but what's the launch number, how does it effect when the ship launches, and, in theory, would it be possible to get there in an American Emerald? If so, how?

No, you cannot get there in the American version.
The launch number is something the guy at the Spaceport says when you talk to him: "Another successful launch! That's number ___!"
I believe that you can only get to the moon at a certain launch number, again only in the Japanese version.

I'm sorry. What I should have asked was; did NOA remove the event altogether, or just disable it, because if they merely deactivated it, would I be able to activate it with cheat codes? If so, could someone give me the codes?

I always hear you can catch Jirachi by that method in the Japanese version, but I still think it's a load of crap. Unless someone PROVES to me you can catch it at the Space Center in the Japanese version, I don't believe it. By this I mean a reliable source, not just some moron on a random pokemon message board claiming "u cna catch jarichi bai ging 2 teh space xentr in japenze emrlad versn"
If you're going to use a code to activate an event [that might possibly not even exist], why not just cheat for Jirachi to appear in the wild?

I can be the reliable source. I'd love to try out the Japanese Emerald and see if this is correct. Either to catch Jirachi or prove whoever said this wrong, depending on whether this really exists or not. And I would like to present my reasons for trying this method:
1. Yay! *Turns on Wild Jirachi code* *Goes into a wild battle*
Game: Wild BADEGG appeared!
2. Why would I cheat for it? I've got the bonus disc.
3. Why do I want to catch Jirachi "normally" when I've got a bonus disc that can potentially give me infinite Jirachis, you ask? It's simply that it's so much more fun to me!

If you'd like to try it and prove it to me, go ahead. I'm assuming you're going to play the ROM (?) so just take screenshots or something when you do it. If you successfully prove to me it exists, I'll donate you 1000 psybucks for your effort.

I'll take screenshots from the actual game using a GBA SP/DS camera attachment of some kind. This... will take some time. I got an Fire Emblem 6 off PlayAsia.com and it was like, $43.99 or something, and that game was made in 2002! The JP Pokèmon Emerald will probably cost more. And then, of course, there's the rare camera divice, the fact I have to get all the way to that point in the game, and add that to the shipping time... Yep, this is going to take a while. But I won't give up. Just don't expect the results any time soon.

To get jirachi you simply trade it off pokemon channel and i think the space centre guy just counts how many weeks youve played
