I like this set the most:
{ursaring} @ leftovers
return
ice punch
rest
toxic
You could use fire/thunder punch instead of ice punch, but then you would be useless to rock types.
Or you could use:
{ursaring} @ leftovers
return
ice punch
fire punch
thunderpunch
This set covers alot of ground! :)

Perhaps you should consider an Ursaring moveset without any Special attacks but with physical attacks instead, not because of split EVs, but because Ursaring has a much better Attack stat than Special Attack stat. Try this:

{ursaring}@Leftovers
Curse
Rest
Return
Attract/Toxic

This can be a good annoyer. Heal with Rest and Leftovers while using Curse. Then inflict some damage with STAB-ed Return and annoy with Attract or Toxic.

If you want some fun you can try Headbutt over Return to try to flinch your opponent. Bad thing about this is that Ursaring's speed would have been lowered by Curse, so you'll probably attack later than your opponent, rendering the Flinch effect useless. In this case you can remove Curse for Toxic so you can have both Toxic and Attract.

Well, Forretress was easier in FR/LG because it could learn Earthquake, but in GSC, I'd say:

<center>Forretress @ Leftovers (or whatever, Focus Band works, too)

~Reversal
~Spikes
~Explosion</center>

Unfortunately, it must be bred with Heracross.

Let me get this straight... you're putting endure/reversal on a pokemon that has a base speed of 40? Not to mention doesn't even have quick claw!? And yah, in case you don't know, forretress can't even learn reversal, may be you mean flail?!

Toxic and Swagger forces a switch... then explode when it's about to faint. Rapid Spiin is just there in case you have to deal with a dose of your own medicine. You may use Leftovers, but for a pokemon that has a quad weakness for fire type moves, and explodes, it kinda defeats leftover's purpose. Good defense thought, that's something to consider.

If I'm not wrong, when you use Endure, you will always go first. I'm not so sure about Reversal though, but if it's like Endure as well, Speed won't be a consideration.

Sorry Reversal doesn't.

Most people use fast pokemon or at least a pokemon that can learn speed lowering moves such as a Raichu or Pika. It can have Agility or T-Wave. I perfer T-Wave more than Agility.

There was also a test example in Pokemon Stadium 2. It had a Raichu with Endure, Reversal and Agility. And a Raticate with Endure, Reversal and Icy Wind.
