You can't.

The only way you can catch it is using an Action Replay or a Gameshark.

Well any cheat device that works on pokemon GSC will do it, if you have the Japanese version of Crystal you can catch it without cheating. But I think that would be hard to find anywhere except Japan.

I had doubt that this guy has a Japanese version though.
