Does anyone know whether the natures and IVs of the legendary dogs are decided the moment you awaken them to roam, or the moment you encounter them? |

I believe everything is set once you release them. |

I'm pretty sure that the moment you either start Raikou and Entei roaming or encounter them locks the IVs and Nature. Suicune, on the other hand...I don't really now. It's kind of like a typical legendary battle - it just pops up in a few places. |

Suicune, I think, is set the first time, but if you faint it and return having beaten the Elite 4, you can soft-reset for the nature you want. |

This was in Psypoke's section on Shiny Pokemon: "- If you run across one shiny legendary, you will always run across a shiny legendary. In other words, if you have found a shiny legendary that runs away, such as Latias or Latios, the Pokemon will remain shiny the next time you see it. If you run across a shiny Latios, don't worry that you'll never see him again; just battle him as usual, and make sure to save RIGHT AFTER the encounter." From this, it sounds like roaming Pokemon are generated when you encounter them in the wild for the first time, not when they're awakened. |

It seems that, unfortunately, they are generated when they're awakened. Yesterday, I ran into Raikou, caught it with the Master Ball and checked its nature and characteristic. I reset the game and encountered it again and caught it. It had the same nature and characteristic. (I hadn't encountered Raikou before but I was able to track it because I had already encountered Entei.)
