on the location guides for the pokemon that are found by headbutt it says either (common) or (rare) next to the location now normal i would assume (rare) just meant that the pokemon was seen less frequently but it also say frequency 30% so im confused as to what is making this pokemon rare is there some requirements im not meeting to be able to get this pokemon out of a tree? it need help i have 224 pokemon and am well on my way to 250 but i cant figure this out

The 30% rate means there's a 30% chance that any Pokemon will fall out of the tree; common or not. I'm not sure of the exact % for a "rare" Pokemon, but I know Heracross is next to impossible to find, because I spent 4 hours looking for it one day and gave up. I eventually used a gameshark to get one.

So why are some pokemon both common and rare in the same routes? Aipom for example.

it depends on the part of the route your on. like the route sometimes changes.(ex: path-lake)
