does anyone know 2 pokemon that are capable of learning all 8 hm's together.

Yes, Mew is the only one who can learn all 8 HM moves. However, there several who can learn 4 or more HM moves, that make ideal HM slaves as well, since pokemon can only learn 4 moves.
