 after the elite 4 - how to get to island 4?

Post after the elite 4 - how to get to island 4?
i followed the walkthrough and just beat the elite 4 in Leaf Green, it says i should be able to get onto island 4 in the seivi islands but when i go to the cave beside the dock the man is still mining for gold.

i dont know how to make the passage open

help anyone?
