After you beat the E4, Red Gyrados returns to the lake if you didn't catch it, Gender is locked to when you first met it, but nature is not locked

hmmm,i made sure to catch it, but i'm curious; does anybody still talk to you?? and is it just once, or does it keep returning until you catch it (unlikely)??

Not sure what you mean by that...
But I think the red Gyrados acts like a legendary in that it returns every time you beat the E4 till you catch it. Or so I think.

what i meant was like how the old man and lance talk to you afterwards, the first time. though in lance's case, that was a story thing, so...

Old man maybe, but I bet Lance is a no.
It's like when you capture Lugia/Ho-Oh after the Elite Four. The Kimono Girls don't reappear, the Legendary Bird's just... there.

yeah, that's what i was betting would happen. though, i didn't know about the legendary bird thing, mostly because i caught it the first time around.

Well, I'm referring to the second bird. You know, the one that's the opposite of the version you have (e.g. Lugia in HeartGold).

This seems to be something new they tried because the sudowoodo i accidently caused to faint was there this morning.

In Heart Gold and Soul Silver, when you faint one time Pokemon, such as Sudowoodo, Suciune, Entei, Raikou, Snorlax, Latias, Red Gyarados, Ho-Oh and Lugia, they will reappear after you defeat the Elite Four. The PRNG will generate them again, so they will have completely new stats and a different nature. I did this to avoid catching them while playing through the main quest.
Snorlax and Suicune will change their positions. Suciune will be in the Burned Tower and Snorlax will be on Route 12.
