Kingdra doesn't have any steady Dragon type moves, which will most likely be a problem. Giving it Dragon Pulse instead of Outrage could work, but Outrage is still fine.
Typhlosion has 3 Fire type moves, which is unreasonable, in my opinion. I believe choosing between Flamethrower and Lava Plume might make more sense, and then giving him Swift to cover the last move. Thunderpunch is Physical, which isn't good since he's a Special attacker, Protect, Toxic, Focus Punch, or Will-O-Wisp might be better. Thunderpunch does help a bit, at the same time, so this is mainly if you EV train it and remove EVs from Special Attack.
Power Gem or Signal Beam might work better then Iron Tail, since it's Physical instead of Special, and has low accuracy. Giving it Magnet Rise should also help out a bit, possibly instead of Toxic. Discharge is a great move, with nothing wrong with it, but you might want to give it Charge Beam. The damage would take a hit, but the 70% chance of raising Special Attack is really nice.
Instead of Earth Power, giving it Stone Edge, Sucker Punch, Shadow Claw, Rock Slide or Substitute might work better since you already have Earthquake, which is not only Physical, but also does more damage base anyways. Sludge Bomb, I understand that one, though.
Crobat, I think it's fine, but giving it Shadow Ball might not be the smartest, Faint Attack or X-Scissor might work better instead, since they're Physical.
Instead of Submission, Dynamicpunch might work better, if it has No Guard, since 100% accuracy on a move like that is pretty awesome. Stone Edge is also better then Rock Slide, 100 damage on it, and a high critical ratio.
Other then those little changes, in my opinion, it's a fine team.

In my opinion, it's fine now. But you shouldn't just rely on what I say, you should probably wait for someone else to come, hopefully I didn't commit any mistakes in the revising of your team. Of course, in the end, it's all your choice.

They are all in Blackthorn City though...I though you only could do Heat Wave via one of the post Elite 4 Move Tutor in the Battle Frontier...unless Crobat learns it as a Move Tutor Exclusive LV Up Move (At LV1)...meh...
