It functions, but I didn´t made it already because you can do it just if you didn´t got the HM01-Cut from SS. Anne, and I don´t want to lose my 200 egg sticky. I´m trying to make my classmate buy one FireRed. I tried it on my fake LeafGreen (that was a good copy from the original) and the Strenght didn´t functioned. After this I saw a Youtube video that showed that it couldn´t be did on LeafGreen even in original games. Now, this is how to catch Mew:

First, get a game that you didn´t got Cut from SS. Anne. Instead of getting Cut from SS. Anne, get one pokemon with the move traded!

After this, pass all the Gym´s until you beat Koga. After beating Koga, go back to Vermilion, with a pokemon with Strenght, a pokemon with Surf and a pokemon to catch Mew. After showing the SS. Anne ticket, surf to the right. You will find a truck. Now is the part that don´t function on LeafGreen (yes, you can go to the truck on it):

Save. Use Streght on the truck and push it to the right or left (I don´t know what is the best side, but I THINK that both functon. I said to save because if you can´t push it completely to one side, you can come back there easily). Behind the center of the truck, there is a Mew! I said to save before because you can try to catch it shiny too. Catch it when you think it´s the right time and you can trade it via Wi-Fi on the DS for a lot!

There are many scams around, at best trying to waste your time and at worst trying to make you destroy valuable pokemon. Anything that seems too good to be true (remember Nintendo uses events to release the rare legendaries) should be treated with extreme caution.

Well, I finished testing it; it was a fraud. I got cut and then lost a battle to get off the ship. But when I came back to use Surf, the boat left, and I automatically exited; I can't go back. But could someone please try it with the traded HM?
