As I recall, you take them to the Power Plant, and you get the Zap Cannon TM. |

Yes, and that is after the suspicious character from Team Rocket in the gym leaves. The middle pool of water is the one with 4 spaces. If I recall correctly the machine part is found on the bottom right space. |

I think the space changes randomly. I just got it today on gold version and it was in the top left. |
