OK, I'm a complete nOOb at EVing, my only experience at pokemon battling is STAB and variations. Anyway, I had a look at the EV guide, and there were like 15-20 pokemon on it. I wanted to ask if the evolved forms counted too?

eg, Tentacool & cruel both raise speed EVs (i tink) but only Hoppip is listed as opposed 2 Jumpluff & Skiploom. Not that I'm aware of any wild ones running around.

The other one I wondered about was th "wild Gardevoir" bit in the EV training guide. Are there really wild Gardevoir running around?

All Pokemon give EVs, whether they are evolved or not. However, higher evolution forms of a Pokemon tend to give more EVs than its unevolved form. For the Tentacool family, for instance, Tentacool would give 1 EV, whereas Tentacruel gives 2 EVs.

As for the part about the wild Gardevoir, it is only an example to illustrate how EV gain is calculated. That is why the EV Guide phrases it as "if you were to fight a wild Gardevoir.

Thanks! My problem now is figuring out which pokemon give what EVs, as in I know those that were displayed, but I can't find what other pokemon give. Or maybe I just haven't found the similarities.

The website above you can find in the psydex search feature. All you have to do is find the EV you want and it will give you a list of which pokemon give you that EV.
