My friend in school told me that he snagged a {celebi} in pokemon colossem after he finished story mode. He told me he caught it using a
master ball. He said it was lv.70. Is that true or possible to catch a {celebi} without using a cheat?

Unless you have the Japanese bonus disk, no.
He cheated if the above isnt true.
US got {jirachi} , Japan got {celebi} .
