Supposedly there is a move tutor that teaches Thunder Wave, but I do not know where he is, could anyone help me out?

That would be the card key. You should have it if you've cleared Team Rocket from the Silph Building.

He's the Move REMEMBERER, not one of the Move TUTORS. He'll teach a Pokemon a move it could've learnt through leveling up. If Thunderwave is one, he'll teach it. If not, you'll have to go to the Thunderwave Move Tutor.

Yes lapras7surfer, we shouldn't have to, but thanks to people like YOU we have to lock topics like these because spammers like you see them as an opportunity to up your post count under the guise of being "helpful". Don't do this again, ever.
Also, you have managed to spam, necromance, and double-post all in one topic, so just settle it down and stop making worhtless replies.
