Right now I'm on/around Cinnabar Island training my electric pokemon. This is my current team and their movesets. I don't really know what i should do to improve them, because i doubt when the time comes they'll be ready for the E4

{jolteon}
Lv40
Shock Wave
Quick Attack
Double Kick
Pin Missile

{venomoth}
Lv42
Psychic
Psybeam
Giga Drain
Gust

{nidoking}
Lv40
Horn Attack
Fury Attack
Poison Sting
Helping Hand

{charizard}
Lv43
Flamethrower
Aerial Ace
Dig
Seismic Toss

{omanyte}
Lv5(Training)
Surf
Withdraw
Constrict

All offensive moves is usually a bad move, try replacing pin missile with thunder wave.

{venomoth}
Lv42
Psychic
Psybeam
Giga Drain
Gust

Having psychic and psybeam in the same moveset is pointless, I would replace psybeam with sunny day and replace giga drain with solar beam.

{nidoking}
Lv40
Horn Attack
Fury Attack
Poison Sting
Helping Hand

Having horn attack along with fury attack is, again, pointless. Replace one of the two with earthquake. Sludge bomb would be an improvement over poison sting. Also, replace helping hand with something else, like a fighting attack or shadow ball, it wont do you much good against the e4.

{charizard}
Lv43
Flamethrower
Aerial Ace
Dig
Seismic Toss

replace dig with belly drum or swords dance.

{omanyte}
Lv5(Training)
Surf
Withdraw
Constrict

Too early to say much about this, but i recommend
Rain Dance
Hydro Pump
Ice Beam
Something that isn't a water or ice type attack.

Hope this helped. :D

Yes get rid of dig, but for an attack raising move when he only has one physical attack move?

Personally I'd get rid of dig for earthquake, possibly swap out seismic toss from something else. I favour dragon dance but that's breeding only, so is belly drum. Swords dance is your only non attacking move option, otherwise dragon claw for coverage.

What about Dragon Claw? Is it worthwhile teaching it that?

Yes, teaching it Dargon Claw is a good idea. If I were you, I would replace Seismic Toss with Brick Break. Also go again to Rock Tunnel and teach your Nidoking Rock Slide. It's the best Rock move in the game (I think :D).
But I don't have idea, what Pokemon to catch, to make your team 6 Pokemon and improve it. Maybe one of legendary birds?

You're actually speaking a lot of sense here, though I doubt you realize why.

A dragon, ground and fire move together gives him massive type coverage and there is no single pokemon in the game even in 4th gen that can resist all three, the ONLY way would be a flying / steel with "flash fire" which dosn't exist thankfully. A decent fighting move ontop of that lets him hit normals and dark types for super effective, as well as beating up blissey and tyranitar which is incredibly useful.

On the other hand, aerial ace has STAB and lets him hit fighting types for super effective damage. Good if he fears poliwrath, machamp or heracross armed with rock slide, or something.

Ever thought of getting an extra pokemon? I suggest something flying type. Maybe a Pidgeot?

I don't mean to Backseat mod, But buddy, you really need to stop necromancing. His problem was solved more than 4 months ago.

Raise Pokemon to around Lv. 50-60
Jolteon should learn Thunder instead of double kick.
Nidoking should get Earthquake and not helping hand.
