You can't. You can only get a Celebi from Nintendo Events, and it's unlikely that they will hold on to give out a Celebi to GSC players. You can get one from the Japanese Bonus Disc for Colosseum, if you do own that. Otherwise, it's pretty much impossible to get a Celebi.
