All you need is the following:
A
A /
Access to a double battle
Use and / in a Double Battle
Use Sketch on / 's Roar of time/Spacial Render
It should learn that move
Put in the Day Care
Keep it there untill Lv26
Fight a Double Battle with the same Pokemon
Now use Sketch on / 's Draco Meteor
It will now know those moves

Honestly, Smeargle's stats aren't great enough to use as an attacker in my opinion. I would put the EVs and speed and give it something like Spore, Substitute, Belly Drum, Baton Pass. Might just be me though.

I agree. Smeargle can learn any move, but does not have the stats to be a standard sweeper. However, for attacking try:
Smeargle @ Salac
Endure
Endeavor
Spore
Aqua Jet/other Quick Attack
Endure to activate Salac, then Spore + Endeavor + Aqua Jet everything.

I mostly see JP people use two Smeargles(focus sashes)in Double battle and spam Dark Void/Detect like no tomorrow, then Endeavor my slept team. Just when I finish those two, up come the Ubers...Mew (with wonder guard that blocked my X-Scizzors, but Shadow Sneak got it) and Latios (Used shadow ball on my Shedinja to finish me).

I know. Because I was always in and out of the room (I never stand still) I couldn't tell what it did, but I think the game thought Mew was my (or a random) Shedinja since Shedinja isn't hurt by X-Scizzors, but it does get hurt by Shadow Sneak.

man, if they were low enough to give mew wonderguard AND give it differnt type(s) then why didnt they give it ghost/dark?
to get back on topic though, smeargle has pretty lousy stats all round. a max speed smeargle with a salac boost can have 409 though, so usually it needs to have endure and a salac berry to pull anything off, or have speed baton-passed to it. the remaining moves are up to the trainer, but it usually uses something like the others have said. spore+endeavour+quick attack (or equivalent) is one option. another is spore+mean look+lock on+sheer cold (or equivalent). or the standard baton passing set with spore+belly drum+baton pass (and maybe ingrain or substitute).
its max attack and special attack is 152. theres not many pokemon who cant beat that. so even if you give it moves like draco meteor or sacred fire, aeroblast, its not gonna hurt anything except maybe shedinja.

Ooh, I had never thought about Ingrain before. I use my Smeargle in conjunction with a beefed up Tyranitar. Usually Sub works well, because I have EVs poured into speed so by the time they break the subby I've already swept half their team, but I might experiment with Ingrain. Thanks for the idea.

no worries, but its not MY idea. its pretty standard. ninjask passes speed, then smeargle uses ingrain to prevent being roared/whirlwinded away. it also give a second leftovers effect. this is all after spore though.

One day I'll just have a ton of Smeargles with the greatest strategies ever.

smeargle pwns. it makes you think and get new stratygys, have the most versitiliy, it's helped me catch half of my pokedex.

Anyway, smeargle is kinda like a really rubbish version of mew... almost.
It doesn't have the stats to pull off any attacking sets, so it requires really unique movesets... with one key advantage - surprise

Smeargle a rubbish version of Mew?! Smeargle can learn any attack, while Mew sadly yet can't. Smeargles move pool is far greater than all other Pokemon in the game. Paired up with the right moves to ajust for its low stats, Smeargle can be a real powerhouse.

about the Ingrain - it's typically used on a BP team (5 BPers) to block phazers. (Ingrain/Sub/Spore/BP) Am I correct in saying that only Smeargle can BP Ingrain?
pikazapper, those moves all use Atk/SpA stats. (It has already been established that Smeargle's stats don't allow for sweeping using typical moves). If you really want to use attack moves, maybe try Smeargle @ Focus Sash with Belly Drum, but it still has difficulty with Spd. Best bet is to use 'other' moves - moves that don't rely on stats.

First turn. Hopefully, you go first and use Mind Reader. They attack. Focus will save you incase of 0HKO. Then, Sheer Cold! And if needed just stall with Hypnosis/Spore and Endure.

I guess I wasn't thinking very well (But what's Scarf going to do on the Endeavor set? You have to Spore + Endeavor + Quick Attack them...)

It's an interesting idea, but several issues:
Even with a +2 boost, Smeargle may not be able to kill an opponent. The Mixed Sweeper idea is nice, though. Smeargle also does not have the defense to take too many hits, and could easily be killed 1st turn.
Smeargle's speed isn't very high, and it may not be able to outspeed a sweeper (and avoid getting killed)
Also, being a mixed sweeper means you have to split Atk/SpA EVs (as you will undoubtedly want max Spd)

that fails to switching - you need Mean Look on there somewhere. But then Togekiss has to take attacks from 2 pokes for 2 turns. I see where DT would come in useful - but it's banned from many battles (Evasion Clause) Also doesn't work against Aerial Ace, or luck.
