have you fixed Celio's machine on FR?
Otherwise, it should work, provided you have the correct cable.

The FAQs topic in the FRLG forum section covers all the requirements for trading between versions. Go here and refer to question 15: http://www.psypokes.com/forums/viewtopic.php?t=1379
Here's the portion relevant to you:
Quote: ~Ruby/Sapphire to FireRed/LeafGreen:
In Ruby/Sapphire meet to requirements for trading between Ruby/Sapphire versions and in FireRed/LeafGreen after beating the E4 get the Ruby & Sapphire and give 'em to Celio in the Pokemon Center on One Island.

Yup, you definitely can trade with them (I have a couple times). There are problems that could occur but they should be covered in both the Fire Red and Sapphire game manuals, as well as any requirements for trading between the two versions. You will also need a Gameboy Advance, Gameboy Advance SP, or Gameboy Player with a Gamecube and a Gamecube controller for each person, as well as a game boy advance game link cable (although I use an edited Gameboy/Gameboy Pocket link cable). The wireless adapters do not work with Sapphire I'm pretty sure. After all that, it should work. If not, there could be something broken in one of the necessary electronics, but I'm not really much help with that kind of thing. All I have left to say is, read the linking section of the manual a few times over just to make sure everything is being done correctly. Hope this helped.

That should go without saying - Yes of course you use a working Link Cable. And you have to fix Celio's machine in FRLG to link with Hoenn at all.

No, it should work.
Are you using the link cable, or the wireless adapter? Sapphire is only compatible with the cable, not the adapter, sorry to say.

Make sure you're using a GBA cable - IIRC, the GBC cable can connect to a GBA but you can't trade over it.
