I thought it would be a good idea if we as a community made a NPC guide (see Aranor's post. I don't know about everyone else, but I have a lot of trouble remembering where some of the important NPCs are.

Shard trader - trade shards for weather TMs
Location: west of Pastoria City, in the middle of the marsh
Items:
TM11 Sunny Day for 10 Red Shards
TM18 Rain Dance for 10 Blue Shards
TM07 Hail for 10 Green Shards
TM37 Sandstorm for 10 Yellow Shards

* the shards are most easily found underground

Happiness rater - rates the happiness of the pokemon in the front of your party
Location: woman at the back of the Hearthome Fan Club

Elemental Hyper Beams tutor - teaches Frenzy Plant, Blast Burn, or Hydro Cannon depending on the starter
Location: route 228, the desert
* no limit on # of uses

Dr. Footsteps - checks footsteps of your pokemon to rate happiness
Location: east of Pastoria City, on the beach
Gives you Footsteps Ribbon if your pokemon has max happiness

Trendy sayings man - gives you a trendy saying daily
Location: northeast Snowpoint City

Berry Master - gives you a berry daily
Location: house west of Hearthome City

Pastoria Berry girl - gives you a SE damage reducing berry daily
Location: southwest Pastoria City

Floarama Berry girl - gives you a low level berry (# 1-10) daily
Location: inside Floarama Town Berry shop

Effort Ribbon lady - gives you an Effort Ribbon if you've maxed out EVs
Location: inside Sunyshore City Seal shop

Day ribbon lady - gives you a ribbon for each day of the week
Location: northeast Sunyshore City, go up the stairs to where there are 2 houses, and its the house on the right

Mr. Goods - Gives special items for your underground base
Location: In Hearthome City wearing a green jacket and has grey hair. HE IS OUTSIDE!
Items:
Beauty Cup - win Master Beauty Contest
Cool Cup - win Master Cool Contest
Cute Cup - win Master Cute Contest
GTS Globe Replica - use Wifi
Gym Statue - beat E4 (can someone confirm?)
Pink Crystal - Give decorative goods to 100 people underground
Red Crystal - Dig up 100 fossils underground
Smart Cup - win Master Smart Contest
Tough Cup - win Master Tough Contest
Yellow Crystal - Use 100 items underground

Dawn's sister [after national dex] - tells you what poke is swarming that day
Location: The large house in Sandgem Town

Mansion owner [after national dex]- puts a poke in his trophy garden daily
Location: In the pokemon mansion on route 212, eastern room

Scarf Man - Gives your Pokemon a contest-boosting scarf if they've maxed out Cute, Cool, Beauty, Smart, or Tough
Location: Northeastmost house in Pastoria City, with the Pachirisu inside.

Move Relearner - Teaches your pokemon moves they've forgotten or have been unable to learn in exchange for a heart scale.
Location: Pastoria City, next to the lake.

* Heart Scales are most easily found underground

Fossil Restoration Expert: Restores fossils found in the underground, or other places.
Location: Oreburg Museum

Island ship sailor - takes you to Iron Island, and Fullmoon Island(after national dex)
Location: southwest Canalcave City, by the ship

Underground man - gives you items for completing tasks in the underground
Location: Eterna City, house left of Pokemon Center
Items:
Move trap(up), Bubble Trap, Leaf Trap - go underground
Red Sphere 1, Blue Sphere 1, Prism Sphere 1 - dig up something
Digger Drill - bury a sphere
Plain Table, Wooden Chair, Small Bookshelf, Buneary Doll - make a Secret Base
starter doll - place decorations in your Secret Base
Pretty Gem - get Bronze Flag (1 flag)
Shiny Gem - get Silver Flag(3 Flags)
Mystic Gem - get Gold Flag(10 flags)
Glitter Gem - get Platinum Flag(50 flags)


Move Deleter - will delete any move your pokemon knows (including HMs) provided it doesn't leave you stranded somewhere.
Location: Canalave City (1 or 2 houses beneath the Pokecenter).

Granny Wilma - Teaches any Dragon type (includes Dragon Plate Arceus) Draco Meteor, as long as it has max Happiness.
Location: Route 210 (up in the foggy area, need Rock Climb to get to her.)
* no limit on # of uses

Lottery - gives you prizes based on the # of digits of your pokemon's ID numbers that match the drawn #
Location: Jubilife TV station, first floor, lady at the counter

Name Rater - allows you to give your pokemon nicknames
Location: Eterna City, south of the Pokemon Center

Appearance Changer - Asks you what kind of trainer you like and changes your appearance in the Union Room to match
Location: Oreburgh Pokemon Center

Newspaper people - give you a random Poke Ball if you show them the pokemon they ask for; once a day event
Location: house next to the Solaceon Pokemon Center

Fertilizer lady - sells you fertilizer for berries
Location: Berry Master's house, west of Hearthome City

Since I obviously only got down a fraction of the NPCs in DP, please add whatever you know. Also, feel free to add to the NPC info that has been posted already. I'll try to update this daily with the info that's been posted.

Original, thanks for the list of all Mr. Goods items (did you know that off the top of your head?) Could you post how to get the Gym Statue, Pink, Yellow, and Red Crystal? I'm not sure about those...

Someone should post where in Sunnyshore city the lady that gives day ribbons is. For those who don't understand click here. I would but I don't know. What I do know is...

Thanks, but I believe I added those already. (Footsteps person is called Dr. Footsteps, right?)

However if someone knows what all the day ribbons are, I could add that.

About the man in Eterna that gives you stuff when you first go to the underground, does anyone know what he gives you?

Also, I don't know the names of some of the NPCs, if they have proper names, could someone post them?

The guy who teaches the hyper beams is on route 228, the desert, I have Blast Burn from him on my Blaziken...

I don't know if I maybe missed it on the above posts, but where's the Name Rater?

EDIT: I found him! He's in Eterna City south of the PokeCentre. Maybe you should add it to the big list if you haven't already...
