Hiya everyone. I came up with difficulities in understanding the psypokes website as well as D/P again.

According to the Psypokes Guide,they mentioned that the pokemon EEVEE had to level up at "Moss Rock" for Leafeon and "Ice Rock" for Glaceon.So I'm just wondering where to access such areas and if it is possible that a level 1 EEVEE evolves into Glaceon/Leafeon at level 2. Thanks In Advance.

Secondly, the answers to your questions are:

Moss Rock is located in Eterna Forest and Ice Rock is located on Route 217 or 216. Its the route with the big blizzard and there is a big empty space. And the last answer is yes, you can level them up from lv.1 and it will work. You could even use a Rare Candy, which you probably would have to because they are levels 9-10 for Moss Rock and 30's for Ice Rock.
