Mudkips "whisker things" are bigger on Sinnoh than on the real Mudkip, but the shape is generally the same.

Sinnoh is based on the northernmost main island of Japan, Hokkaido, along with a few of the islands around it. There's an article on Bulbapedia that shows where each region is within Japan/the world, and what real-life cities inspired the cities in Pokemon:

Actually my eyesight is pretty bad, I have to wear glasses and even then it's still not as good as most of my peers'

I believe that Sinnoh was created after Mudkip. So why would Mudkip be based off Sinnoh? :?

Sinnoh was based off of Hokkaido, which I am sure came before Mudkip.
