does that mean after you beat the elite four it will work or only after you

you can rebattle trainers, or you can battle wild pokemon

pokemon like zigzagoon have it. at the end of a battle there is a 1/10 chance (that number might be wrong) that it will just randomly pick up an item. in emerald, the kind of item it picks up varies with its level. see

somewhere on this site is a more comprehensive list of the items you can pick up at higher levels. it would be much better to try and find a rare candy though. which version are you playing? and have you got very far in it yet?

Umm, beside Zigzagoon, LINOONE has the best PICk-UP ability!!
But better try the ITEMFINDER in some areas that look suspicious in
rare items/items
