Which Pokemon (besides Suicune, Entei, or Raiku or any other legandary) is the hardest to capture or encounter? I spent about an hour trying to encounter a Shellder.

How about Chansey? I wanted a lucky egg so I set out to try to get a Chansey one night. 1% encounter rates, only 3 places where the damn thing will show up (route 13,14,15, something like that), then theres a 8% chance of even finding the egg on it anyways!

So an hour later, after riding my bike around in a circle with Pokemon March playing, and only 2 chansey encounters, I gave up.

Oh, and Smeargle. Once you know where he shows up (a tiny patch of grass in the Ruins of Alph, have to go through Union Cave to get to it) then it's straightforward, but if you didn't know he was there, man, it would take forever! Only a 5% enc rate, too.

Chansey is much harder to find than Smeargle. (Gad, I hated having to look for two - second to trade off.) Seriously, you can walk for half an hour and still not see one.
And you have your percentage messed up.
Odds of finding Chansey are 4%, 1 in 25.
Odds of finding Smeargle are 12%, 3 in 25 (1 in 8 1/3).

Maril is very tough to find and isnt even that good. {chansey} and {tauros} both give me a hard time.

There are {marill} swarms. But yeah, {chansey} drives me mad.

Plus to get {aerodactyl}, you gotta spend hours finding a {chansey}.

Marril is easy to catch. You just have to get Hiker Parrys number and he'll call you and Chancey was the hardest to find

I was lucky, I found four {tauros} in a row!

I only caught 1 though, they're so hard!

The thing with Chansey is, even though it's hard to find, all it takes is a little patience and one will come up. At least they don't run away either, so they aren't that tough to catch.

What IS tough is finding a lucky egg. I have searched for (a total of, not all in one day lol) about 3 hours, and have encountered 6 chanseys, none of which had the egg. Very frustrating... although now I do have enough Chanseys to make a full team, lol.

Smeargle pisses me off. Trying to find one is like finding a needle in a haystack.

Well I had a hard time finding a {chansey} on Kanto region. It took me about hours on finding it and it is hard to catch too but when you caught one it is easy to breed it :P.

Personally, Pineco is the one who gives me fits. It takes ages of bashing trees to find one, and then it blows itself up...

Pinceo and Chansey were nightmares for me.

Lugia is the hardest to find because you have to get through all those whirlpools in the whirl islands and even when you get to its chamber you cant see it because you need to get the silver wing first. Hardest to catch for me was Raikou.

That's because there is only one place it shows up, and that's near the end of the game. Mt. Silver is the only place that Larvitar shows up.

As for the hardest, I think because the Swarm Pokemon (Yanma, Dunsparce, Qwilfish, Remoraid, Marill, etc.), the "semi-legendary" (Chansey, Tauros, etc.), the igt Pokes (Farfetch'd in RBY, Aerodactyl in GSC, etc.), the Mt. Silver only Pokemon (Larvitar, Misdreavus), and the new-Poke-in-old-region Pokes (Murkrow, Houndour, etc.), the breed-only Pokes (Pichu, Elekid, etc.), the starters (of course!), the one-offs (Sudowoodo, etc.), the Headbutt ones (Aipom, Heracross, Pineco, etc.), the the hardest one to find would have to be...

I'll make a list of the ones that I haven't mentioned still out there that are a pain.

Wobbuffet (Dark Cave)
Gligar (Route 45)/Delibird (Ice Path)
Sneasel (Route 28, Silver Cave, Ice Path)
Teddiursa (Route 45)
Corsola (Fish)
Skarmory (Route 45)
Phanpy (Route 45)

And I think that's a fairly complete list. Maybe I never got to Route 45 in Silver...

AEPMT :D 8-) :P
